What can you do if the head of a library doesn't want you to call in a po violation that happened there?

The violation happened in the library, Ex husband made eye contact as he came into the door and had balled fist before he actually came in. We where told if the other is in a business first we cant go in,,Told the head librarian if he comes threw the door i have to call the police. She said no and told us to go.. The next day she called and said that she didn't mean actually leave , just not call in the library.. (We where safer there then in the parking lot ) She said we had over reacted... Just wanted to do what the police,pact,and others told me to do...Who can i contact about this to complain?
