Help me !!! My spikes keep drooping !!! What should i do ?

I have hair which is two inches long.I spike it using garnier fructis spiking gel but my spikes droop.What do i do ? and what is the best and easiest way to spike up hair ? i m just 15..my mom wont let me get hair spray..it was a battle enough getting hair gel....anything i can use other than hairspray ? Will using reisin or gum on my hair work ?
