A mathematical approach to hygiene (Game theory)?

I think the most important thing that would need to be known is how often/thoroughly each cubicle is cleaned. Otherwise, there's no way to tell which one he should pick. The only other way I see of determining which one to pick is to observe which one is used most frequently over some span of time (the longer, the better). Thus, he could pick the one that is used least.
