Surface piercing shops in minnesota, twin cities area?

Im trying to get my lower back pierced and need some help finding a good, but not really expensive place. A lot of ppl say St Sabrinas is good, but theyre really expensive... So anyone who knos about this kina stuff, thatd be really helpful. :)
