Keep calling the police repeatedly and if they don't come, call again. If they still don't come, call 999. Say you think there's prostitution going on and mention the noise levels. If nothing works and you still have trouble, write to your local MP and keep calling the police. They have a duty of care which they are evidently ignoring.
